They were on land, grazing.

The parents grazed standing up, but the cygnets didn't seem to be much used to this walking-around business. They sat down to graze.

Every now and then, one would stand up and try grazing standing up...
Look ma! I'm walking!
But after a few minutes, it would prove to be too much work and the young cygnet would flop back down again. Here, see for yourself:
